The California state capitol building offers a great place for public assembly. On any given day or night, groups of people will congregate, cheer, make speeches, wave signs, yell…anything to draw attention to their cause. The state capitol and surrounding grounds are protected by the Highway Patrol, and in this case, they are available to step in if anything gets out of hand.
You never know when a group of angry nurses will storm the building and set it on fire.
